They are not useful in production, but it would be useful to resolve it as
it's not clear why they don't work but the others do :-).  How many
policies are you attempting to load -- you could be exceeding the limit on
the number of label "Slots" available for use at once.  You could try
modifying src/sys/sys/_label.h to change the value of MAX_MAX_SLOTS to 8
and see if that helps.
