how to install and setup cap from p4?

I made a kernel with capabilities and installed it. And then i tryed to
boot it - i failed. Kernel doesn't permit to make any privileged operation
in single user mode. So i can't mount any partition or remount root
read-write or change kernel variables. And there is no any kernel messages
on access right violation or anything else. Just operation not permitted.

Maybe you didn't check your system in upgrade mode from non-capability
state to capability enabled state?

kern.security.bsd.suser_enabled=1
kern.security.bsd.process_suser_disabled=1 - should it be 1?
kern.security.bsd.suser_compat_hack_enabled=0

i'll try to play with these values.
