pending changes older than a month

If the change list is empty, just "p4 change -d chg#" it.  If it is
not empty, an admin can "p4 change -f" the change to remove any submitted
files and then delete it.

It would be nice if ordinary users could use "p4 change -f" in the 
FreeBSD cluster setup.  We don't restrict it here and that has yet
to bite us.  Most users just use it to update typos in checkin comments.
