Log:
  - Add initial support for expiration timer for RNDSS and DNSSL options.
  - Use queue(3) for the interface list.
  - Separate a list to one for RA options and another for resolvconf(8) string.
  - Remove SCOPE_DELIM hack.  resolvconf(8) has to be corrected.
