  create a branch for my "cross-cpu" changes
  
  this includes:
  - cpu stopping, hard and soft
  - cpu rendezvous
  - x86 tlb shootdowns
  - interactions of the above
  
  and extends to implementation of:
  - panic(9)
  - kdb
  - cpu resetting
