The following patch will probably fix the problem.

This patch unconditionally bootstraps ctfconvert and ctfmerge unless
WITHOUT_CDDL is set.

The presence of these files is irrelevent.  The files we use for
bootstrapping or cross compiling live under /usr/obj/usr/src/tmp or
equivalent.
