-DMAKE_JUST_KERNELS doesn't touch toolchains.  For that, there is the
less memorable build step:

export NCPU=$((1 * $(sysctl -n hw.ncpu) / 3)); make -sj${NCPU}
tinderbox JFLAG=-j${NCPU} UNIVERSE_TARGET=kernel-toolchain -DNO_CLEAN
