Huh. It turns out the _latest_ version of that file just contains:

/** @file
 This file defines the EFI HTTP Protocol interface. It is split into
 the following two main sections:
 HTTP Service Binding Protocol (HTTPSB)
 HTTP Protocol (HTTP)

 Copyright (c) 2016 - 2018, Intel Corporation. All rights reserved.
(C) Copyright 2015-2017 Hewlett Packard Enterprise Development LP
SPDX-License-Identifier: BSD-2-Clause-Patent

 @par Revision Reference:
 This Protocol is introduced in UEFI Specification 2.5

**/

I think I should update the copy in the tree with this version, which
makes more sense. Do you agree?
