I ran into a similar problem, several ports do not build due to a mysterious error from
perl:

ListUtil.c: loadable library and perl binaries are mismatched (got handshake key
0xd200080, needed 0xdf00080)

lang/perl5.24 can be rebuild, but almost every p5* port bails out with that error shown
above. Rebuilding p5-* ports is impossible.

Running   FreeBSD 12.0-CURRENT #3 r318789: Wed May 24 18:03:48 CEST 2017 amd64 with
WITH_LLD_IS_LD=yes.
