To be clear, I listed two options, and you have only implemented a third
(which is to mix the two styles).  I think mixing the two styles is the
absolute worst thing to do.  If we are going to split a given foo.conf
up we should split it up fully so that the out-of-box configuration for
a given daemon is consistent.
