Log:
  Add generic device-tree cpufreq driver.
  
  This driver supports two bindings:
   - cpufreq-dt: systems which share clock and voltage across all CPUs
   - arm_big_little_dt: systems which share clock and voltage across all
     CPUs in a single cluster
