Just create new login class, russian_utf8.
Locale is process attribute, not system wide.
When someone will be ready to migrate and converted
content/names/configs -- he just change login class.
If not need -- not changed.

Of couse, system utiletes need to adopt.
Need best utf support, need prevent data lost and etc.
