The issue is that the uart and ppc drivers compiled into GENERIC do not 
include the puc attachments (ppc_puc.c and uart_bus_puc.c).  One possibility 
would be to include those if the either 'pci' or 'pccard' was in the kernel, 
but after talking with Marcel, enabling 'puc' in GENERIC seemed to be the 
least ugly solution.
