Log:
  Clang: Only build needed target for bootstrap compiler.
  
  This will disable the new LLVM_TARGET_ALL option which will only
  enable the required target.
  
  This only impacts the bootstrap compiler in WORLDTMP, not the target compiler
  that will be installed.
