I do not know if it is random or not, I haven't timed it.  It usually 
happens quite soon after a reboot.  All nets I've tested have been WPA2 
PSK.  I've had the difference connecting to at least two different 
hotspots, once dual band 2.4/5GHz (although the NIC used 2.4GHz) and one 
with only 5 GHz.
