Moving this to /usr creates a cyclic issue in that you then need
/usr to be mounted before devd can start and devd's /etc/rc.d file
says:
# PROVIDE: devd
# REQUIRE: NETWORKING
# BEFORE: mountcritremote
# KEYWORD: nojail

In the diskless and nfs shared /usr worlds devd wants to start
before /usr is mounted.
