  MFC r308824
  
  locale: fix display of "grouping" and "mon_grouping" values
  
  The "grouping" and "mon_grouping" values are arrays of one-byte
  integers, not arrays of ASCII characters.  Display them in a format
  similar to GNU and MacOS.
