This leads to a regression due to a bug in nsupdate. A vendor patch
is available from https://kb.isc.org/article/AA-01220/. It applies
cleanly to 9.3-STABLE and fixes the problem. It would be great if
someone could commit this.

I've CC'ed the maintainer of the port dns/bind99 as it should be
affected as well.
