I'm not sure why it was named LEGACY_CONSOLE.  It was introduced prior
to the vt(4) work when syscons(4) was the only console.

We should probably just eliminate it and build kbdcontrol, moused,
etc. if either MK_SYSCONS or MK_VT is set.
