Gitlab 12.1 was released and they do 2 major upgrade with it.

- Upgrade to rubgem-rails 5.2 (I already sent an email to Sunpoet)

- Upgrade PostgreSQL to at least 10.7:

Maybe we can coordinate the upgrade of PostgreSQL to 11, with rails to
5.2 with Gitlab to 12.1?
