This commit was in error.  The correct commit message was:

Update to a new snapshot.

The LLVM project is now covered by a new license: Apache License 2.0
with LLVM Exceptions.  This applies to llvm-devel and will apply to LLVM
9.0.0.  It does not apply to other branches including the upcoming 8.0.0
release.

Remove a build workaround introduced in the previous update (r490683).
