does not constitute legal advice.

This is not a Free Software license. It restricts use (e.g. clauses 1, 7).

The software license is non-transferable (clause 1), and the software (i.e. 
charm) itself must be obtained from PPL (clause 2). So we can neither 
distribute source nor binaries -- LICENSE_PERMS dist-mirror and pkg-mirror 
are, to my reading of the license, explicitly *dis*allowed. In addition, using 
the software applies terms to the *results* of using the software, in 
particular related to (academic) publications using those results. That's 
really not something you can auto-accept, since it has an impact on your 
bibliography and you need to know that.

Upstream doesn't actually seem to require registration before downloading, 
though -- there's just some weird click-through menus, and http://
charm.cs.illinois.edu/distrib/charm-6.8.2.tar.gz would have been a nicer 
download. Still, the license text alone should be enough to file this under 
"avoid".
