Historically, ISC has had multiple supported 'stable' versions of
isc-dhcpd. In this particular case, 4.4.x is an upcoming release and
the current version is a beta.
Enterprises will typically stick with a particular stable release until
something compels them to go through the potential hassle/risk of
switching.
At the moment, the isc-dhcp43-* would be considered preferred.
