Why are you trying to install a GAMES port with WITHOUT_GAMES? There is
little to be gained from even having WITHOUT_GAMES set.

Ports generally only support the default system install. Yes there are
exceptions but they are rare and not complete. Disabling options in base
will break a lot of ports.
