Not bumping is the right choice, but the reason you invoke really is wrong.

In this case, you are not bumping it because it failed to built and
there could not be a 7.25.b2 package built with libressl.

The fact that libressl is the default or not is beyond the point, if for
example, it built without a problem but had a runtime issue, you would
have needed to bump PORTREVISION.
