The commit message should say why add a PORTSCOUT entry to ignore that
version, for example : 1.5.0 is broken, 1.5.0 is a development version,
1.5.0 won't build on FreeBSD, things like that, but a commit saying "Hey, I
added PORTSCOUT" is useless because nobody understands why.
