Before I start updating all XStatic ports, please review a proposed template for the COMMENT and pkg-descr

pkg-descr:

This port is the static file package for angular-bootstrap JavaScript library that 

provides a Bootstrap widgets for Angular.



It uses the XStatic packaging standard, aimed to bring an ability to install javascript libraries via

python's easy_install or pip utility.

I only quoted the first two of the commit, but all the ports in that 

commit have the same problem, they all need to be patched to have 

meaningful COMMENT and pkg-descr.
