- update MASTER_SITES and pass maintainership to submitter
- remove DEPRECATED and EXPIRATION_DATE
while here:
- support staging
- add LICENSE (GPLv2)
- replace inclusion of bsd.port.pre|post.mk with bsd.port.mk
