poudriere always rebuilds ports if RUN_DEPENDS changes because pkg
embeds dependency versions. Otherwise, I've simply forgot RUN_DEPENDS
can be skipped and prefer to avoid doing error-prone job of underbumping.
Overbumping is usually less of an issue than underbumping, anyway.
