The posted instructions are clear enough for what to do, when re-adding 
a port. However, they do not cover the situation at hand: when a 
previously-deleted port got re-added incorrectly. The revision history 
of the readding (however incorrectly done) may also be considered worth 
preserving.

BTW, maybe, a commit-hook is in order -- to do whatever the check
