This is wrong on so many levels, please revert it.

You never, ever, ever, depend on Perl that way.  The only way to depend
on Perl is through USES=perl5.

There is absolutely no guarantee that lang/perl5.24 will install
/usr/local/bin/prove. Only the default Perl will install it, if it is
not the default Perl, it will install a /usr/local/bin/prove5.24.
