There's nothing of particular value in it. It contains a quick blurb about how to port unrar to a new platform or compile it under windows, and (incomplete and selected) bits of the license, which sunpoet's previous commit handled using the LICENSE framework.

Alexey is right, the reason for not installing readme.txt wasn't obvious from the commit message, but the decision not to install it was good.
