This broke textproc/libxml2-reference which pulls in libxml2 via 
devel/glib20-reference/bsd.gnome-reference.mk.  Adding the LICENCE block 
means that everything that pulls in libxml2 has to have the same exact 
MIT license with the licence file called COPYING in the same place. 
(broken everywhere)
