Log:
- Stop lying about the port being broken on Tier-2 architectures
- Move OPTIONS block lower in the Makefile where it's typically found
- Augment port description text while I'm here
Tested on: flame (sparc64), eris (ia64), local Mac mini G4 (powerpc)
