The translit option refers to //TRANSLIT support in iconv (where, if a character is missing in the target instruction set, it will be approximated by similar-looking ones).  Currently, base iconv does not support this, though ports iconv does.  The option intentionally refers to the feature that is required, not to the place where it is implemented.  If FreeBSD 12 gains support for this option in base iconv, we don’t want iconv:port to mean ‘use the port on FreeBSD <12, not on FreeBSD 12’, especially as GNU iconv may have some new features by then that base lacks and which :port would also imply.
