What exactly is/was broken on 11.x?

Why any c++11-related stuff in USES is needed?  It makes things complicated
on 8.x; if this gimmick is required on 11.x (clang-based systems), could it
be made conditional on OSVERSION?  I'm running this port built with system
compiler and against system libraries and everything works fine.
