We should really not bump revision for maintainer changes. It just
wastes time for users and the package builders. I mentioned before that
it technically is needed as it changes the package, but that doing so is
very inefficient. We need some other way to handle this.

The documented policy is "resulting package changes in any way" so I can
understand why this was done.
