Although, after sending this, I realize we still have three supported
releases - 9.3, 10.1, and 10.2.  But more work is needed to fix the
rel3.* macros to reflect this anyway.

I plan to look more closely at the outstanding references tomorrow.
There were too many rabbit holes in the doc tree to deal with today as
it was...
