Extended attribute interfaces

I should point out that as the extended attribute implementation in
FreeBSD is in the 5.0-CURRENT branch, we are quite willing to change it at
this point.  The current implementation was developed purely to support
ACL, MAC, and Capability implementations in a minimalist way, and it is
far from set in stone.
