ACLs: what to return for fs that doesn't support them?

acl_get_file() already returns EACCES when "Argument type specifies a
type of ACL that cannot be associated with path", such as a default ACL
on a regular file. This could also be used for an access ACL on a
filesystem that doesn't support them.
