Someone arbitrarily changed the guidelines, yes.  No need to follow them as
they are bogus now.  Previously it made more sense, PORTVERSION is the default
pick, unless upstream uses weird scheme in which case DISTVERSION should be
used instead and PORTVERSION inferred from it.
