Thanks for the patch and your efforts. I can build the legacy drivers with it.

BUT:
I no longer need to. With xserver 1.20.7 I can user the regular driver
(xf86-video-ati-19.1.0_1,1) and everything works fine. 

Try using the regular driver after you upgrade to 1.20.7 it might resolve this
issue.
