Why is Jan still not *on* the team? How are the teams even formed? Who decides
who's on what team?

If the team doesn't have time, why not either expand it or give some
maintainerships away to reduce the load on the team? Or both? If you don't have
the time to review and commit everything, letting go of some control is a good
idea.
