My desktop is fully AMD-based. Ryzen CPU (2700), AMD chipset (x470) and 
of course Radeon RX Vega 64 GPU. Maybe that helps with this issue?

That's right, I don't have anything disabled. I saw articles explaining 
why and how to set how.syscons but I thought they are often outdated and 
I should try if it works first before proactively trying to fix 
anything. And it worked so I (apparently wrongly) assumed it was fixed.
