update Xorg to 1.20.1 and integrate collective devd enhancements

Patch attached

Xorg freezes for me right after some programs e.g. firefox have been run if
modesetting driver is used along with drm-devel-kmod (4.15-4.17). 4.9 and 4.11
drms are OK.

It also has a knob to workaround the freeze.
