I believe that portions of contributions (e.g. LLVM) are trimmed to keep the
base system size and build time to a minimum. Many contributed tools were only
built to provide what was required to build/run the base system.

Perl was removed because the life a a version kept the base system Perl well
behind the released version and perl was not really required. It did involve
quite a bit of rework to remove it from all of the base build stuff.
