update xf86-input-evdev to 2.10.4

Update xf86-input-evdev to 2.10.4, which is compatible with xorg-server 1.19.
The dependency on libmtdev appears to be mandatory now, so drop the option.

QA: stage-qa and check-orphans are clean on 11 amd64 with xorg-server 1.18
