It should be there:
TUNABLE_INT("drm.i915.enable_rc6", &i915_enable_rc6);

Note that it's a tunable, so you must set it in /boot/loader.conf, not
/etc/sysctl.conf, and you won't find it in sysctl(8)'s output.
