Mesa depends on LLVM at least to build some Radeon Gallium drivers. This
is only a build dependency. Base contains a part of LLVM. In particular,
the bits required by Mesa are missing.

Furthermore, LLVM's API changes with almost every release (at least the
part used by Mesa). Therefore, Mesa can be built against LLVM releases
available at the time Mesa was published, but not future LLVMs.
