I suppose you use vt(4) and a non-US keymap. If that's true, you
probably hit the following bug:
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=191459

There's a patch attached to this PR. You can save it in new file:
/usr/ports/x11-drivers/xf86-input-keyboard/files/patch-src__bsd_KbdMap.c

Then, rebuild x11-drivers/xf86-input-keyboard.
